Maybe it's time to make people who want to ride bicycles on public roads
have a form of registration which includes taking part in a motorcycle-style
training course before being allowed to have a 'license'?

Same old chestnut. Most adults who ride bicycles on the road also have
a car.motorcycle licence. The cost of bicycle registration (based on
weight) would not be economical to collect.
Road as are NOT paid for by registration or petrol excise they are
largely subsidised by all taxpayers.
Personally I have never been held up by a cyclist for more than a few
seconds and anybody who stresses over those few seconds delay really
needs to get a grip on reality (perhaps while they wait at the next
set of traffic lights?)

You beat me to it. That statement goes right up there with Rod Speeds
statement today that most Australians have never bet on a horse race.

Individual licence holders in NSW = 4.57 (RTA) (not counting people
who hold several licences)
Pop of NSW between 15 and 64 = 4.53 mill (ABS)
5% of the population ride a bicycle at some time over 2% ride to work
regularly
Even allowing for people over 65 who hold licences
its a no brainer really

Is there anything to back up the claim most people who ride bicycles haven't
got licences? Or are we counting kids? Then again I suspect lately fewer
kids can ride bikes than adults.
